I don't really see how daemons are a power army. In this situation, your clearly inferior troops have a good chance of defeating their opponents, barring exceptional dice rolling on the part of your opponent (and that's a potential pitfall in any game with variables). That means that while you're only up +1 on your combat resolution, your opponent is down between 1-3 on his. You also discount the fact that by flanking the Chaos Warriors, you've invalidated their rank bonus. For one, you don't take into account the fact that a unit of Chaos Warriors equal in size to that unit of Clanrats is also more than twice as expensive, meaning that you've got two units to his one.
Lastly, the situation that you describe between the Clanrats and the Chaos Warriors isn't quite right.
How do you write composition rules that correct an army that's undercosted almost completely across the board, or that naturally has access to abusive special rules? In Warhammer Fantasy, individual builds are usually more of a problem than whole army books, while in 40K the opposite seems to be true. The reason why you don't tend to see anyone tack comp rules onto 40K is that they wouldn't make much of a difference. It also has several instances where changes between the editions of the game invalidated or dramatically impacted the effectiveness of army options from existing books, and the designers appear to make such changes with impunity. It still has power armies ( Orks, Daemons, Eldar and Sisters of Battle) and outdated, bottom tier armies (Necrons, Daemonhunters, Imperial Guard).
